Policy of Personal Data

The Personal Data (Privacy) Ordinance (the “Ordinance”) aims to protect the privacy of individuals with respect to their personal data. As the data user, Hong Kong Police Credit Union (HKPCU) is bound by the Ordinance and must comply with all other relevant provisions.

 

Commitment

HKPCU complies with the Ordinance in the following ways:

1. Collect personal data that is directly related to our functions or activities. The personal data being collected should be adequate for such purpose but not excessive. Data shall be collected by lawful and fair means in the circumstances of the case.
2. Take all reasonably practicable measures to ensure accuracy of the personal data being used. Such data shall not be kept for longer than is necessary for the stated purposes. HKPCU also ensures a sufficient level of protection for the personal data it collects, holds, processes or uses against unauthorized access, processing, erasure or other use.
3. Ensure that the personal data held is only used (which includes disclosed or transferred) for the stated purpose for collection or other directly originated purpose. Exception can be made with the consent from data subject concerned is given, or when it is exempted under Section VIII of the Ordinance.
 

Categories of Personal Data

HKPCU holds the following documents with personal data stated:

1. Membership Application Form - includes member's personal information, particulars of nominees and witnesses, etc.
2. Withdrawal of Membership Application Form - includes member's personal information, reason and date of withdrawal, etc.
3. Withdrawal of Savings Application Form - includes member's personal information, date and amount of savings withdrawal, etc.
4. Loan Application Form - includes member's personal information, family background, and information indicate member's financial creditability, etc.
5. Undertaking - includes signature and information of member, witness's signature, etc.
6. Authority to Collect Salaries and other Monies Due - includes personal information of applicant and authorized person.
7. Hospitalization Benefit Application Form - includes member's personal information and hospitalization documents.
8. Maternity Benefit Application Form - includes member's personal information and particulars of infant.
9. Emergency Relief Assistance Application Form - includes member's personal information and supporting evidence of the claimed incident.
10. Loan Interest Rebate Application Form - includes member's personal information and the record of loan settlement concerned.
11. Education Award Application Form - includes member's personal information and HKCEE results of the candidate.
12. Application forms for HKPCU activities - include member's personal information and the photocopy of membership card.
13. Website - includes member's personal information being entered in the Website.
14. Staff Records - includes personal and family information of existing and former employee such as age, date of birth, marital status, education qualification, working experience, employment record, discipline report and appraisal, training record, medical history, retirement, and details of provident fund contributions, etc.
 

Purposes of Collection of Personal Data

HKPCU collects personal data for the following purposes in most circumstances:

1. Admission and withdrawal of membership,
2. Functions and activities organized by HKPCU,
3. Application for the grant of welfare benefit or assistance,
4. Application for Life Saving Protection Fund,
5. Application for Loan Protection Fund,
6. Loan Application,
7. Authority to collect salaries and other monies due
8. Undertaking for loan application,
9. Materials related to Website content,
10. Issues related to appointment and employment record.                                                      

 

Practices

The Chief Executive of HKPCU is appointed as the Personal Data Privacy Officer for the compliance of the Ordinance with assistance of the Senior Executive. Through liaison with government departments and other bodies on privacy issues, The Chief Executive makes suggestions to the Board of Directors on the implement of internal operating guidelines in accordance with the provision of the Ordinance.

Staff from various Police Welfare Offices is appointed as "HKPCU Designated Representatives" to assist members’ enquiries on personal data issues. Name and rank of representatives are available on the concerned Regional Welfare Office.

 

Request on Data Access and Correction

Documents submitted to HKPCU are not returnable. However, members or authorized person have the right to obtain a copy of his/her personal data, and to correct any data that is inaccurate.

1. In Person
Applicant can submit "Personal Data Access Request Form I" (HKPCU 11) to HKPCU office in person. For application from authorized person, "Personal Data Access Request Form II" (HKPCU 12) with authorization letter from the data subject is necessary.
2. By Mail
Applicant can send a completed "Personal Data Access Request Form I" (HKPCU 11) or "Personal Data Access Request Form II" (HKPCU 12) to the Chief Executive of HKPCU. For application from authorized person, an authorization letter from the data subject should also be attached with the application form.
3. Correction Request
If personal data provided to HKPCU appears inaccurate, the data subject has the right to request for data correction.
4. Appeal of Data Access Request
If application of data access is rejected, the applicant may apply for appeal to the Board of Directors for re-evaluation.
5. Photocopy Fees and Administration Charges
Photocopy fees and administration charges will be collected by HKPCU. Rate of charges varies to the purpose of data collecting and types of copy required.
